  You're undertanked. I've seen this done with an ancillary, 400 plate, burst aerator, adaptive nano, and ambit, but it will still die to most competent T1 rifter pilots.

  Most "good" rifter pilots use 150mm autocannons, the logic is whilst on paper (in EFT) DPS is worse, the better hits (due to tracking) and more often (higher rof) usually work out in practice.
  
  Then onto the rocket vs nos/neut in a passive setup the nos isn't overly useful, however a neut can really hurt some t1 frigates, especially active tankers.
  
  For pure buffer fit a 400plate and MAPC, then its trimarks in the rigs, its fat and relatively slow for minni, but still faster than most caldari.
  
  Dual repping works with a cap booster instead of a web.
  
  Otherwise you can't really beat the cookie cutter, 150's+nos AB+scram+web DCII+SAR+200plate, it's the correct fit for 75% of frig fights you'll ever have.

  Needs 400mm plate, 150's, no launcher, 2 trimarks and an anti exp-pump, then switch your 20 mill DC for another gyro.
