  Use a different ship, for level 1-2 missions you'd be better off in a smaller ship, you'll actually clear missions faster, if you're running level 3 then you need to fill your slots, and look at heavy missiles.
  
  Realistically you need to join a PVE corp and start running missions with others, who can help you with skill training and fits.
  
  However as an ambassador for PvP, you really should just buy a merlin, then check out this post for fittings:

  Now fly over to an asteroid belt, look for people ejecting ore into cans, when you see one, fly over, and jetison one unit of ammo beside his can. Now open his can, and your own can, and drag all his ore to your own can.
  If he turns red, start shooting...
  
  PvP is the best part about EvE.

  Use SPRs in the lows just like Richard said. Loose the cap recharger, the booster, get a photon scattering field and an invuln on (if you want to omnitank). For not omni use 2 invulns instead of EM/Invuln.

  2 weeks. You might be a little young to be in a Drake, you won't see real benefits for a while until you can fit it well.
  
  10 secs of browsing the loadouts and: The-level-3-4-Mission-Drake by Mike ... read through the comments
  Just fit what you can sub T2 and take off BCUs until it all fits your power grid. Go get EFT (Eve Fitting Tool) so that you can play with fittings without wasting ISK.
  
  Don't use faction ammo. It'll cost more than you're making on bounties.
  Drake should be passive tanked - put purger rigs in those rig slots.
  Use hardeners to raise your resistances instead of just adding more shield.
  There are very few places where an active tanked Drake is ok.
