  TBH, I'm not even sure why people buy C-type EANM's anymore >.>

  Depends if you are basing it off the in game EHP, which is calculated differently to the eft EHP so you will have a lower value in game even with max skills.
  
  But the main skills that affect your armor EHP are:
  EM/Thermic/Kinetic/Explosive Armor Compensation
  Hull Upgrades
  And in this case, Amarr BS
