I see many people fitting Chimera with CCC rigs, more so for carebearing. It's a carrier at the end of the day, and they should never be fit solely for PVE in my opinion. If I'm using the carrier as a logistical tool (moving ships and such) I always fit for tank, I carry cap recharger II's and a ghetto cloak in my cargo incase I have to jump via a system I cannot dock (obviously switch out fitting in the previous station I can dock in).
If I am using the carrier for PVE all I do is remove the cap energy transfer and slap another DCU in the high, I get 18-21m ticks running forsaken hubs in blood raider space using templars and Garde and Curators.
