    helios primus has no influence.

    depending on if you are going  to use this in a worm hole, you need more explosive resist.  sleepers tend to hit you on whatever your lowest resist is.  and this fit will be a little expensive.  other than that it looks good. +1

    Sleepers hit for every damage type so "sleepers tend to hit you on whatever your lowest resist" is false.
    However the title would suggest use in L4 missions. It looks solid to me, its a bit expensive and prone to ganks so maybe removing the navy invuln and using rat specific resists would be better.

    ab would be nice instead of the TP, but i think the TP would serve you better.
    as for the cap, you prolly wont even need to run the booster for too long
    i have a buddy who uses an AB + small gisti A-type and it negates a ton of damage

    it's almost the same as what i ran missions with when i was still doing them.
    i just went with 2x boost amp, 1x Invuln and a mission spec hard to use a bit less cap.

    EDIT:  er, i just noticed the extender rig.
    what's with that?
    fit either a 3rd rigor or a CCC.

    IMO your rigs should be T2.
    since it's a 2bil isk ship anyway, you should be able to afford to throw another 100mil at it.

    no ab to kite and no cap to continuously run your shield booster. You will have to keep paying attention to what you are doing! Personally i'd like more comfort & laziness for my 2 billion ISKs

    For a similar alternative that runs cap stable, I drop the 2nd invuln and the painter for 2 cap rechargers and fit a 3rd rigor and only use fury ammo for BS if at all. Still tanks over 700 omni, which should be more than enough, though I do usually fit specific hardeners anyway.

    I'd also choose the gravitational capacitor or intercalated nanofibers over the fuel catalyst since there's no AB. And I wouldn't fit an AB, if you're gonna fit an AB I think HAM setups are better.
