At the very least - and utterly without exception in the situation you're describing - you need a propulsion mod. Microwarpdrive is preferred in almost every situation.

You also dont need to dedicate so much slots to the actual tank. When someone sees a drake, they instinctively think "brick tank!" and refuse to aggro anyways.

Try some tackle and target painters. Sersiously. They'll help.

Also - raise the meta of your launchers, t1s wont do anything. Malkuths at the minimum, they're very cost-effective. T2 if you got em.. and use all the missile slots. Throw on a medium neut to further help your allies in a battle.

You are using heavy assaults as well and without long range T2 ammo you are only going to shoot out to about 15k at best, as such you need a prop mod.

That still has 74k EHP (all lev 5 skills) but can move pretty quick because of the nano and does 350 dps with T1 launchers and no drones (I put ECM drones in).

Drakes hardly ever get primaried anyway because of the tank so you dont need to overtank it.

With T2 launchers and ammo and Hobgoblins the DPS is 613.

this and as you said in your description you want to be able to stay in the fight as long as possible - perhaps you can keep your hardeners and just flip one of them to a MDW because it is a must have.

i would call it useless, because you still doesnt have a MicroWarpDrive in a medium slot because
a) you can not reach targets and so there will be no battle
b) you are reached of plenty targets and can not escape and they ll kill you
c) your fleet has allready killed the targets as you reach
