  why should i go for a rifter? I feel way more confortable using missiles than low range weapons.

  Well consider that the same class of caldari frigate (kestrel) isn't able to reach the high speed this low-profile minmatar ship can. That's also a reason to choose it. You can basically orbit 20k from almost any ship being sure that noone will lower your orbit range by using a single AB, this grants you to shoot some foes down without taking too much care of fitting shield or amour tanks. Plus, this ship is damn cheap.
  I see it as a good PVE ship. And speed is the main reason why i chose to play minmatar.

  Well, your logic is sound when it comes to speed, and using missiles with this ship, but contra-productive in the long run.
  Your fittings will be very ineffective later on in the game, so its in your best interest to start fitting properly from square one
  One fitting rule that always applies: Always use the weapons your ship has bonuses for.  And looking at most Minmatar ships, your weapon of choice would be projectile weapons. As Putrid Flesh said, missiles is mainly a caldari weapon as most of their main combat ships have bonuses towards them, while this one on the other hand is quite unique among Minmatar ships. Skilling towards your main type of weapon from the start will only be to your advantage in the long run

  [I use a similar setup with a few minor changes: at these cheap fits I try to use high meta level mods. So I use coldgas arcjet thrusters and the beta mod nanofiber i-s, furthermore I use the anointed EM ward in stead of the shield booster, but maybe the booster is better.... Can u run the booster and thruster continuesly with this setup?
  
  btw: the previous poster is right: don't skill for this ship too much. It is a waste when minmataring....
